STATE STATUS

AND EXPANSION

When Dr. Asa Knowles resigned to become president of Northeastern University in 1958, the University of Toledo was growing, but its financial situation remained dire. The North Central Association threatened to remove accreditation because of financial issues. That year, the university selected William S. Carlson as its new president. Dr. Carlson came to UT with considerable experience, having been president of the University of Delaware and chancellor of the State University of New York system.

In January 1959, a special committee of the city council met with Dr. Carlson to discuss the financial future of the institution. Toledo residents had two particular complaints—that they had to pay city taxes to support the municipal university and state taxes to support Ohio’s state universities. They were also helping to underwrite the tuition of students living outside of Toledo who were attending the university.

Many in city government wanted to see the university turned over to the state. Mayor John Yager said the “ultimate, best, and inevitable solution to the financial problems of the university and the city is for the university to become state-controlled and state-operated.” Three bills were introduced into the state legislature in 1959 proposing a state subsidy for Ohio’s three largest municipal universities: Akron, Cincinnati, and Toledo. The bills stalled in the face of opposition from presidents of state institutions who felt any funding for municipal universities would come out of their pockets.

The financial crisis for UT worsened. Tuition was increased again, and salaries frozen. City Council placed a two-mill levy on the ballot on October 6, 1959, to raise $1.7 million a year for the university. The university launched a vigorous campaign in support of the levy, and it passed by just 144 votes. Passage of the levy stabilized the university’s finances and allowed for some growth.
